Hello, my name is Andrew Harms and I am the creator of New York Drone Law. I am an attorney at an insurance services law firm in New York City where I represent, among others, business and property owners in general liability and insurance coverage lawsuits.* I am also a drone hobbyist, and I live in Brooklyn.
New York Drone Law springs from my interest in drones and lawmaking. It is dedicated to tracking legal developments in New York City, Albany, and Washington, D.C. relating to drones. I intend this blog to be a resource for anyone interested in drones including hobbyists, pilots, business owners, manufacturers, legislators, privacy advocates, and insurers.
By now it is clear that drones have enormous potential for providing social benefits ranging from amazing aerial photography, search and rescue operations, and land and construction surveys just to name a few. Some people fear, understandably, that drones may pose threats to private property, privacy, and national security. Fortunately, Congress and Federal Aviation Administration (FAA) are working to craft laws that allow the social benefits to be realized and minimize the potential downsides.
Beyond Washington, the laws regulating drones will be created by state and local lawmaking bodies. In New York State, that means the legislators in Albany. For New York City residents, it means an additional layer of laws from the New York City Council. Thus far, drone laws have been proposed in both the New York State Legislature and the New York City Council but none have been passed. As a result, there is some uncertainty amongst New York drone hobbyists, pilots, law enforcement officers, and insurers as to the state of the law.
This blog will be tracking all the new drone law developments as they are issued by law makers in Congress, the New York State Legislature, and New York City Council. I hope the information will help drone users successfully “avigate” these new laws – once they are passed.*
